Your Choices:

1.  Make a final attempt at peace.  Personally visit the US.
2.  Prepare your forces.  Order to fire only in defense of Cuba
3.  Send out your planes and Soviet planes to attack US ships.  Stick with conventional weapons.
4.  Launch a nuclear strike on the US.  Try to get the Soviets to make full use of their nuclear arsenal.
